This part of the VHS is the tape deck where the tape deck windows can be seen, and it is the outer casing of the tape that protects the interior components such as the film. It is made of a plastic also used for light switch casing and plug socket covers called Phenol Formaldehyde. These plastic covers and reels are made to spin and protect the tapes inside. The clear plastic covers for the reel and video tape are made of a thicker and slightly stronger version of the thin, clear plastic used for the tape deck windows. The reels are very similar to the outer casing (or tape deck): they use the same plastic but have a glossier, white finish instead of a matte black appearance.
