No action was taken by the League of Nations and the terms of Locarno were renegotiated at a 5 Power Conference. Facing threats from Japan and Spain (where civil war erupted in 1936), Neville Chamberlain adopted a policy of appeasement towards Mussolini's Italy and Hitler's Germany. An Anglo-Italian agreement acknowledging Abysinnia was signed in 1938 and Chamberlain attended the Munich Conference of 1938, following German annexation of Austria. Hitler then invaded Czechoslovakia and Poland in 1939. The Anglo-Polish and Franco-Polish Treaties compelled both Britain and France to act and, on September 3rd 1939, war was declared.
